Prohibits the commissioner of transportation from designating new high-occupancy vehicle lanes or high-occupancy toll lanes, effective August 1, 2023.

Requires conversion of all existing high-occupancy vehicle lanes to general purpose lanes by July 31, 2023.

Transfers all money in the high-occupancy vehicle lane user fee account and I-35W high-occupancy vehicle and dynamic shoulder lane account to the trunk highway fund on June 30, 2023.

Removes restrictions on single-occupant vehicle use in dynamic shoulder lanes on most highways, while maintaining restrictions on marked Trunk Highway 35W between Highway 94 and Highway 62.

Requires the commissioner of transportation to submit a report by December 1, 2022 on the lane conversion process and any recommendations for legislative changes or appropriations.
