Permits complaints in certain motor vehicle forfeiture matters to be served by certified mail to the address shown in Department of Public Safety records for registered owners.

Allows statements of claim in conciliation court forfeiture proceedings to be served pursuant to the Rules of Conciliation Court Procedure, in addition to personal service or mail.

Applies to administrative forfeiture procedures under Minnesota Statute 169A.63 involving motor vehicles used to commit designated offenses or resulting in license revocation.

Makes parallel amendments to judicial determination procedures under Minnesota Statute 609.5314, subdivision 3, using the same service methods for complaints and conciliation court statements of claim.

Both amendments are effective the day following final enactment.
