Commissioner of Public Safety must convene a task force to study issuing drivers' licenses to undocumented immigrants and report findings by January 15, 2023.

Task force must study feasibility of creating a new driver's license type for undocumented immigrants that grants only driving privileges without other rights.

Task force must examine documentation verification processes, foreign embassy document acceptance procedures, other states' policies, road safety impacts, and economic effects of undocumented immigrants driving.

Repeals Minnesota Statutes 2020, section 171.015, subdivision 7, and Minnesota Rules part 7410.0410, subparts 1 and 7, which currently require lawful presence to obtain a driver's license.

Act becomes effective the day following final enactment.
