S.F. No. 4327 - Youth Justice Services Grants

• Appropriates funds from the general fund to the commissioner of public safety for grants administered by the Office of Justice Programs to establish and expand youth justice services in fiscal year 2023.

• Allocates $5,000,000 for grants to provide mental health services for youth, including residential care, community-based treatment, and school-based treatment or counseling, with programs designed by youth with lived experience, mental health and behavioral health providers, and corrections professionals.

• Allocates $3,000,000 for youth development grants to establish or support after-school programming, mentoring, tutoring, and community engagement incorporating trauma-informed therapy.

• Provides unspecified funding for an independent consultant to develop an assessment tool for the juvenile justice and mental health systems using a continuum of care model for the juvenile justice population.

• Provides unspecified funding for comprehensive, facility-wide training on mental health crisis response and trauma-informed care at Minnesota's 12 juvenile detention facilities.
