Establishes patient right to have an advocate (family member, authorized representative, or power of attorney) present during treatment in clinics and hospitals 24 hours per day, with exceptions for operating rooms, isolation areas, behavioral health settings, and emergency care.

Requires health care providers to comply with Americans with Disability Act provisions and ensure patients who are confused or hard of hearing can view providers' mouths when wearing protective equipment.

Grants patients the right to try alternative or off-label treatments with health care provider recommendations, regardless of FDA approval status or vaccination status.

Prohibits Medicare or Medicaid-receiving medical practices from denying care based on vaccination status and prohibits vaccination status mandates for health care workers that create staff shortages.

Imposes civil penalties on health care facilities that terminate employees based on vaccination status or segregate employees or patients by vaccination status, with penalty amounts to be determined.
