Teachers with at least 3 years of service credit in the Teachers Retirement Association or St. Paul Teachers Retirement Fund Association may purchase service credit for out-of-state teaching periods by paying the amount specified under section 356.551.

Eligible service periods include teaching employment in another state before becoming a member of either association and any teaching employment in another state after terminating membership and before returning to membership.

Teachers must submit an application to the executive director including documentation of out-of-state employment, the period being purchased, permission to verify employment, and any other requested information.

Service credit must be granted upon receipt of the purchase payment, which must be made before the teacher's termination of teaching service; purchasing credit does not change the teacher's original membership date for annuity calculation purposes.

Both sections become effective the day following final enactment.
