Requires a two-thirds vote of standing committee membership to approve a committee chair's action to lay over a bill for possible inclusion in a major finance or policy omnibus bill.

Allows committees to refer bills to another committee, refer to the full body, or table bills if the two-thirds approval threshold is not met.

Prohibits bills that are tabled or receive no further action due to a failed vote from being included in subsequent delete-everything amendments or omnibus bills, unless a new amendment is adopted by committee vote containing only policy items specific to that bill.

Requires both the House of Representatives and Senate to adopt procedural rules necessary to implement these provisions.
