Expands the definition of "killed in the line of duty" to include deaths from heart attack, stroke, or vascular rupture if the officer was engaged in nonroutine stressful or strenuous physical activity while on duty, or within 24 hours after such activity.

Creates a rebuttable presumption that cardiovascular deaths are line-of-duty deaths unless competent medical evidence proves otherwise.

Adds coverage for public safety officer deaths by suicide when a licensed mental health provider has diagnosed the officer with post-traumatic stress disorder resulting from the officer's work.

Defines "post-traumatic stress disorder" by reference to the most recently published edition of the Diagnostic and Statistical Manual of Mental Disorders by the American Psychiatric Association.

Amends Minnesota Statutes 2020, section 299A.41, to modify eligibility for public safety officer survivor benefits under these expanded circumstances.
