Extends record retention period for food processing recruitment disclosures from two to three years and requires inclusion of workers' compensation information in migrant worker employment statements.

Increases penalties for migrant worker employment violations, ranging from $200 for record-keeping violations to $1,600 for wage payment failures, and authorizes the labor commissioner to assess and distribute penalties to aggrieved workers.
