Redefines "classroom course" to mean instruction taught in a physical classroom only to students physically present, removing provisions allowing live simulcast to remote locations or online students.

Redefines "distance learning course" to include courses taught live and simulcast to remote locations or individual students online, in addition to interactive Internet courses and noninteractive courses via Internet, video, or other electronic means.

Simplifies "self-study course" definition to mean either a classroom course or a distance learning course, removing the prior requirement that it not be entirely taught by instructor live via Internet, video, or other electronic means.

Exempts live simulcast courses from final examination requirements when the simulcast is monitored by a proctor at remote locations or includes student identity authentication and seat time guarantees for individual online students.
