Commissioner of human services shall establish a dental home pilot project by July 1, 2023, to increase dental care access for medical assistance and MinnesotaCare enrollees while improving patient experience and oral health outcomes.

Dental homes must provide high-quality, patient-centered, comprehensive, and coordinated oral health services across clinical and community-based settings, including virtual care.

Commissioner shall establish baseline requirements and performance measures addressing access, patient experience, and oral health clinical outcomes, and may test value-based payment models.

Commissioner shall ensure provider diversity by considering geographic distribution, provider size and type, priority populations served, health equity, and accessibility for patients with disabilities.

Commissioner shall report to legislative health care committees beginning February 15, 2023, and annually thereafter, with final recommendations within six months of project completion on whether to extend the program statewide.
