Appropriates an unspecified amount from the general fund in fiscal year 2023 to the commissioner of human services for one-time grants to nursing facilities.

Eligible nursing facilities must submit applications through an expedited process that allows electronic submission and signatures, with timelines and forms established by the commissioner.

Grant amount equals half of each facility's estimated lost revenue from March 15, 2020, to January 31, 2022.

Facilities must attest that grant funds will be used to pay down pandemic-related debt, mitigate COVID-19 effects, or hire or retain staff.

Grant money cannot be treated as an applicable credit when setting nursing facility payment rates under Minnesota Statutes chapter 256R.
