Requires each school district to provide gender-neutral, single-user restrooms, locker rooms, and other privacy features for students with privacy concerns, including shower stalls and changing stalls.

Adds $79 per adjusted pupil unit to total operating capital revenue for school districts to support facility improvements.

Allows total operating capital revenue to be used for construction and improvement of gender-neutral, single-user restrooms and locker room privacy stalls according to a school board-approved plan.

Appropriates funding from the general fund to the Department of Education for fiscal year 2023 for construction or remodeling of gender-neutral facilities (dollar amount left blank).

Provisions become effective for revenue in fiscal year 2023, with the appropriation section effective July 1, 2022.
