Urges the President and Congress to restore full diplomatic relations with Cuba, including restoring complete operations of the United States Embassy in Havana and making Cuban people's well-being the centerpiece of U.S. policy toward Cuba.

Calls for removal of Cuba from the United States list of state sponsors of terrorism and immediate closure of the Guantanamo Bay military base with return of the territory to Cuba.

Demands immediate reversal of all sanctions against Cuba and termination of the economic embargo, including restrictions on U.S. citizen travel to Cuba.

Cites the embargo's imposition since October 1960, estimated $130 billion in economic damage over six decades, and 29 years of United Nations General Assembly votes supporting embargo termination.

Directs Minnesota's Secretary of State to transmit copies of this memorial to the President, Congress leadership, relevant congressional committees, and Minnesota's federal representatives.
