Appropriates $10,000,000 from the general fund in fiscal year 2023 to purchase Minnesota-produced and Minnesota-grown products for humanitarian aid distribution to Ukraine.

Commissioner of administration must consult with the commissioners of employment and economic development and agriculture to identify eligible Minnesota products.

Aid must be distributed as quickly as possible to the democratically elected president of Ukraine or leaders of neighboring democratic countries for the humanitarian benefit of Ukrainian people.

Commissioner of administration is authorized to accept gifts and grants to supplement the state's humanitarian aid funding.

Commissioner of administration must provide monthly reports to senate finance and house ways and means committees on fund usage and any gifts and grants received.
