Appropriates unspecified amount from general fund in fiscal year 2023 to the Commissioner of Administration to contract with the Institute on the Environment at the University of Minnesota for weather trend research.

Research must examine how future weather projections can be integrated into design and evaluation of buildings constructed by the state of Minnesota and local units of government.

Research objectives include reducing energy costs through efficiency measures, innovative materials and techniques, and renewable energy sources, and preventing or minimizing building damage from extreme weather including intense precipitation, tornadoes, flooding, and elevated temperatures.

Director of the Institute on the Environment must submit a written report by February 1, 2024 to legislative committees with jurisdiction over environment policy and capital investment summarizing findings, recommendations, and any proposed legislation.

Effective date is the day following final enactment.
