Adds definitions to emergency management law for "information and telecommunications technology systems and services," "local government," and "cyber attack" (including denial of service and ransomware attacks).

Expands governor's authority to declare peacetime emergencies to include cyber attacks and physical or electronic attacks on the state's information and telecommunications technology infrastructure, systems, or services.

Authorizes the governor to cooperate with federal government, other states, Canadian provinces, and private agencies regarding physical or electronic attacks on the state's technology infrastructure.

Allows the state to reimburse other states for emergency management personnel and equipment used to respond to cyber attacks or physical attacks on Minnesota's information and telecommunications technology systems.

Permits the governor to enter emergency contracts and bypass normal procurement procedures to protect the state's information and telecommunications technology infrastructure, systems, or services during disasters.
