Increases the minimum number of registered in-state medical cannabis manufacturers from two to at least four, with the commissioner beginning to register additional manufacturers by December 1, 2022.

Requires annual registration renewal for at least one manufacturer once more than two manufacturers are registered, replacing the previous two-year registration cycle.

Adds a new ownership requirement that if a manufacturer is a business entity, at least 75 percent of the business must be owned by Minnesota residents and the entity must be incorporated or formed under state law.

Changes the registration renewal fee from annual to biennial (every two years) based on the cost of regulating and inspecting the manufacturer for the upcoming registration period.

Removes the requirement that manufacturers begin supplying medical cannabis to patients by July 1, 2015, as a condition for registration.
