Appropriates $36,000,000 from the general fund in fiscal year 2023 to the commissioner of transportation for grants to the city of Coon Rapids or Anoka County for interchange improvements at marked Trunk Highway 610 and Anoka County State-Aid Highway 1 (East River Road)

$3,750,000 of the appropriation is designated for right-of-way acquisition for the local road portions of the project

$32,250,000 of the appropriation is designated for construction of improvements for the local road portions of the project

Funds may cover frontage roads, backage roads, connecting local streets, and associated water and sanitary sewer infrastructure improvements if necessary for construction

Unspent portions from right-of-way acquisition or construction phases may be reallocated to other project phases upon written notice to the commissioner of management and budget
