Appropriates $36,000,000 from bond proceeds in the state transportation fund to the commissioner of transportation for grants to Coon Rapids or Anoka County for interchange improvements at marked Trunk Highway 610 and Anoka County State-Aid Highway 1 (East River Road).

Allocates $3,750,000 of the appropriation for right-of-way acquisition and $32,250,000 for construction of improvements to local road portions of the project.

Includes funding for frontage roads, backage roads, connecting local streets, and any associated water and sanitary sewer infrastructure improvements necessary for the interchange construction.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $36,000,000 in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Permits unspent portions of right-of-way acquisition or construction funds to be reallocated to other project phases upon written notice to the commissioner of management and budget.
