Appropriates $300,000 in fiscal year 2023 from the general fund to the commissioner of agriculture for grants to farmers participating in the USDA micro farm risk management program.

Limits individual grants to $3,000 or two years of a farmer's documented premium expenses, whichever is less.

Appropriates $200,000 in fiscal year 2023 from the general fund for $100,000 grants each to the Hmong American Farmers Association and Latino Economic Development Center to provide technical assistance.

Technical assistance grants support farmer education regarding the USDA micro farm risk management program and the micro farm premium assistance program.

Both appropriations are one-time only; premium assistance funds are available until July 1, 2024.
