• Establishes the Minnesota Nursing Home Workforce Standards Board composed of three state commissioners and six appointed members representing nursing home employers and workers, requiring five affirmative votes for board actions.

• Board must adopt rules establishing minimum nursing home employment standards for wages, hours, and working conditions by August 1, 2023, including statewide or occupation/geographic-specific standards that are at least as protective as existing statutes or previous board standards.

• Requires nursing home employers to provide all workers with one hour of training every six months from certified worker organizations, compensated at regular hourly rates, covering employee rights, anti-retaliation protections, and enforcement procedures.

• Prohibits retaliation against nursing home workers for exercising rights under the law, participating in board proceedings, or attending required training, with retaliation defined broadly to include discipline, discharge, pay cuts, and immigration status reporting.

• Authorizes the Department of Labor and Industry to enforce standards through investigations and compliance orders, and allows nursing home workers to bring civil actions in district court seeking back pay, liquidated damages, attorney fees, and reinstatement for violations.
