Community water systems must develop inventories of all service lines by January 1, 2023, identifying which are lead service lines, suspected lead lines, or unknown composition, using historical records and available information.

Water systems must submit initial replacement plans by July 1, 2023, providing for at least 10 percent average annual replacement of identified lead service lines and complete replacement by July 1, 2032.

Customers, nonpaying consumers, and off-site owners must receive written notice by February 1, 2023, and periodically thereafter describing service line composition, lead health effects, and exposure reduction steps.

Water systems must update inventories and replacement plans annually, submit compliance reports beginning July 1, 2024, and make current inventories publicly available upon request and on their websites.

An unspecified amount from the general fund is appropriated to the Public Facilities Authority in fiscal year 2023 for grants to local governments operating community water systems to fund lead service line replacement.
