Public Facilities Authority must disburse five percent of federal lead service line replacement capitalization grants received under Public Law 117-58 (Infrastructure Investment and Jobs Act) for planning, design, inventory development, technical assistance to small water systems, and nonroutine lead sampling activities

State entity commissioner responsible for lead service line activities must spend two percent of the same federal funds on state staff and contractor salaries for lead service line education, outreach, inventory work, and associated activities

Public Facilities Authority must submit detailed reports to the legislature on January 31, 2023, and annually for four years thereafter documenting fund disbursements and spending amounts for each authorized activity

Report copies must be sent to chairs and ranking minority members of legislative committees with jurisdiction over capital investment, health finance, and environment and natural resources finance

Legislation becomes effective the day following final enactment
