Appropriates $2,800,000 from bond proceeds fund to the Commissioner of Employment and Economic Development for a grant to the city of Waldorf for capital improvements.

Funds roadway reconstruction projects including 1st Street, 2nd Street, and Middle Avenue with new curbs and gutters; paving of Raymond Avenue; and replacement of Railway Street and South End Bar and Grill road.

Supports School Street West development with property acquisition and new roads, water systems, sanitary sewer systems, and storm water connections.

Includes capital improvements to the city park, including paving the parking lot.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $2,800,000 to fund the appropriation, effective the day following final enactment.
