$2,000,000 appropriated from the general fund in fiscal year 2023 to the commissioner of employment and economic development for a grant to Public Functionary, a 501(c)(3) nonprofit corporation.

Funds designated to acquire property and design, construct, renovate, furnish, and equip a community arts center in northeast Minneapolis.

Center will serve Black, Indigenous, people of color, LGBTQ, and emerging artists and entrepreneurs with multiuse arts and culture workspace.

Appropriation is contingent on the commissioner of management and budget confirming sufficient funding commitments to complete the project under Minnesota Statutes section 16A.502.

Appropriation is one-time and available until project completion or abandonment, subject to Minnesota Statutes section 16A.642; effective the day following final enactment.
