Appropriates $19,200,000 from bond proceeds to the Minnesota Amateur Sports Commission for an adaptive athletic facility at the National Sports Center in Blaine.

Facility will include spaces for wheelchair and other adaptive sports, spectator seating, and physical connections to other National Sports Center facilities.

Authorizes the commissioner of management and budget to sell and issue up to $19,200,000 in state bonds to fund the appropriation.

Bond issuance follows procedures prescribed in Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
