Metropolitan Council must establish a working group by August 1, 2022, to plan transit signal priority systems and related improvements on high-frequency bus routes, with a report due December 15, 2022, and the working group expiring December 31, 2022.

Working group must include representatives from Metro Transit, Department of Transportation, Minneapolis, St. Paul, Hennepin County, Ramsey County, a suburban transit provider city, University of Minnesota, Move Minnesota, and other members identified by the Metropolitan Council.

Metropolitan Council must establish a uniform fare schedule not exceeding $1 for all bus and light rail transit service from July 1, 2022, to August 31, 2022, with $1,500,000 appropriated to compensate for foregone revenue and provide grants to replacement transit service providers.

$3,600,000 appropriated in fiscal year 2023 for transit shelter replacement and improvements.

$15,000,000 appropriated in fiscal year 2023 for zero-emission bus procurement and associated costs, available through December 31, 2027; $500,000 appropriated for arterial bus rapid transit planning on J, K, and L Line projects with $250,000 annually added to the base for operations.
