Creates the Ukraine relief account in the state treasury to purchase Minnesota-grown and produced products for humanitarian aid distribution to Ukraine's democratically elected president or neighboring democratic leaders.

Commissioner of administration must consult with the commissioners of employment and economic development and agriculture to identify Minnesota products and report monthly to senate and house finance committees on fund use.

Authorizes the commissioner of administration to accept gifts and grants to augment humanitarian aid contributions.

Provides a refundable income tax credit equal to 50 percent of contributions to the Ukraine relief account, with maximum credits of $200 for married joint filers and $100 for all other filers.

Credits for partnerships, LLCs, S corporations, and multiple property owners are passed through pro rata to partners, members, shareholders, or owners; appropriates sufficient general fund revenue for tax refunds.
