Appropriates $110,703,000 from the coronavirus capital projects fund to the commissioner of management and budget for digital connectivity and multipurpose community facility grants.

Allocates $40,000,000 for grants to local governments, nonprofits, and private entities to purchase and install broadband internet devices and equipment, which must be made available to the public through loan programs or public facilities for at least five years.

Allocates $70,703,000 for grants to construct or improve multipurpose community facilities that enable work, education, and health monitoring, with a five-year commitment requirement from grantees.

Requires the commissioner to prioritize grants for projects addressing critical needs in underserved communities consistent with Presidential Executive Order 13985 and incorporating strong labor practices including prevailing wages, local hiring, and safety standards.

Requires all grant funds not expended by December 1, 2026, to be returned to the coronavirus capital projects fund.
