Establishes a reintegration driver's license for persons released from at least 180 consecutive days of confinement in adult correctional facilities whose licenses have been suspended, revoked, canceled, or denied under specified circumstances.

Requires proof of insurance coverage for applicants whose licenses were revoked under DUI-related statutes (sections 169.792 or 169.797) before issuance of a reintegration license.

Prohibits issuance of class A, B, or C reintegration licenses and denies eligibility to persons meeting certain disqualifying conditions under section 171.04.

Requires application within one year of release and eliminates application and license fees for reintegration licenses.

Automatically cancels reintegration licenses upon traffic violations resulting in suspension or revocation, and restores full driving privileges after one year of valid license possession if no violations occurred and applicable fees are paid.
