Appropriates $70,000,000 from bond proceeds to the Public Facilities Authority for a grant to construct a new regional wastewater treatment facility in Goodhue County.

Facility will serve the joint powers sanitary district comprising the cities of Zumbrota, Goodhue, Pine Island, and Wanamingo, and will provide wastewater treatment for the Elk Run settlement lands of the Prairie Island Indian Community.

Facility will serve as a state-of-the-art regional wastewater facility prototype and will connect to existing wastewater infrastructure in Pine Island.

Appropriation covers predesign, design, engineering, permitting, construction, equipment, and infrastructure improvements needed to connect the facility to communities in the sanitary district.

Authorizes the Commissioner of Management and Budget to issue state bonds up to $70,000,000 pursuant to Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.
