Amends Laws 2018, chapter 214 to extend the bond sale authorization and appropriation deadline for the Mill Towns State Trail from the original deadline to December 31, 2026.

Appropriates $7,500,000 from the bond proceeds fund to the commissioner of natural resources for land acquisition, predesign, design, construction, and development of the Mill Towns State Trail segment between Riverside Park in Northfield and the Waterford Historic Bridge in Waterford Township.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $7,500,000 to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.
