Appropriates $1,150,000 from the bond proceeds fund to the Public Facilities Authority for a grant to the city of Eagle Lake for predesign and design work on a new water treatment facility.

New water treatment facility will provide clean drinking water to residents and address water quality issues, including high levels of manganese.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $1,150,000 to fund the appropriation.

Bond sale authority is governed by Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
