Modifies membership requirements for the Commission of the Deaf, DeafBlind and Hard of Hearing to require at least one parent of a child who is deaf, deafblind, or hard-of-hearing instead of multiple parents of children.

Maintains the commission composition of seven members appointed at large plus one member from each advisory committee, with at least 50 percent of members being deaf, deafblind, or hard-of-hearing.

Preserves requirement that members include persons who are deaf, deafblind, hard-of-hearing, and representatives of county and regional human services including private service providers.

Retains four-year appointment terms by the governor with limits of no more than three consecutive terms and 12 years total service.

Keeps ex officio membership for commissioners of education, health, human rights, and employment and economic development, plus the director of the Deaf and Hard of Hearing Services division, without voting rights.
