Creates a federal funds local assistance program to provide local match aid for federal discretionary and competitive transportation grants, administered by the commissioner of transportation.

Establishes eligibility for local units of government, Tribal governments, metropolitan planning organizations, and partnerships thereof to receive matching funds for transportation-related projects.

Allocates aid by category: 15% for local road and bridge projects, 10% for transit outside the metro area, 5% for active transportation, 3% for electric vehicle infrastructure, and 67% for flexible allocation.

Requires evaluation criteria prioritizing traffic safety, pedestrian/bicyclist safety, vehicle miles traveled reduction, low-emission vehicles, greenhouse gas reduction, and equity for underrepresented communities.

Appropriates $38,000,000 for fiscal year 2023 for the local assistance program and $350,000 for federal grants technical assistance to help local governments develop competitive federal applications.
