Appropriates $96,000,000 in fiscal year 2023 from the general fund to the Housing Finance Agency for a grant to Contained Solutions, a 501(c)(3) nonprofit organization.

Funds acquisition, design, construction, and operation of four-plex residences to be veteran owned and occupied and purchased by veterans using United States Department of Veterans Affairs home loan program assistance.

Includes funding for commercial space in all properties and community center space in some properties across eligible cities: Alexandria, Brainerd, Duluth, Hibbing, Mankato, Minneapolis, Moorhead, Ramsey, Rochester, St. Cloud, St. Paul, and Sauk Centre.

Limits expenditures to a maximum of $8,000,000 per city and allows selection of alternative cities based on proximity to veterans affairs clinics and presence of identified homeless populations eligible for VA home loans.

This is a onetime appropriation available until project completion or abandonment, effective the day following final enactment.
