Authorizes up to $30,000,000 in housing infrastructure bonds for purposes including supportive housing, affordable rental housing, senior housing, and single-family housing for veterans including duplexes, triplexes, and four-plexes.

Gives preference to permanent supportive housing proposals for veterans and individuals or families who have been homeless for at least 12 months or at least four times in the last three years.

Requires the agency to give priority to senior housing projects that maintain affordability, leverage other funding sources, provide resident services, and serve households with incomes not exceeding 30 percent of median household income.

Creates an additional authorization (subdivision 2i) for unspecified amount of housing infrastructure bonds exclusively for veterans housing as described in the bill.

Establishes annual debt service payments beginning in 2024 through 2045 from the general fund to the housing infrastructure bond account for bonds issued under the veterans housing authorization.
