Expands the homeownership education, counseling, and training program to explicitly include seniors and veterans as eligible beneficiaries for full cycle homeownership services.

Requires nonprofit organizations and political subdivisions receiving funding to provide education and counseling on homeownership grants and programs available to veterans under Minnesota law and the U.S. Department of Veterans Affairs.

Adds veterans as an eligible category for organizations demonstrating specialized experience, allowing eligibility criteria to recognize demonstrated experience with counseling veterans on housing matters.

All amendments take effect the day following final enactment.
