Commissioner of Education must establish a grant program supporting community-based initiatives and collaborative efforts addressing educational achievement gaps for low-income students in kindergarten through grade 12.

Commissioner determines application procedures, deadlines, grant awards, and payment processes for selected community-based initiatives.

Grant recipients must submit annual reports assessing engagement efforts with diverse stakeholders and impact on achievement gaps, with commissioner publishing public summary reports meeting Minnesota Statutes section 127A.20 requirements.

Public reports must be submitted to chairs and ranking minority members of legislative committees with jurisdiction over education policy and finance.

$20,000,000 appropriated from general fund for fiscal year 2023, with $20,000,000 base funding for fiscal years 2024-2027, and funding reduced to $0 for fiscal year 2028.
