Prohibits state agencies and political subdivisions from adopting or enforcing laws, rules, policies, or regulations requiring individuals to be vaccinated against communicable diseases or show proof of vaccination.

Prohibits businesses operating in Minnesota from requiring vaccination or proof of vaccination as a condition for employment, service provision, or entry.

Defines "communicable disease" as a disease whose infectious agent may pass directly or indirectly between persons.

Exempts vaccine requirements established under Minnesota Statutes sections 121A.15 and 135A.14, and Minnesota Rules chapter 4604 from the prohibition.

Effective date is the day following final enactment.
