Appropriates $500,000 in fiscal year 2023 from the general fund to the commissioner of public safety to establish and operate a hub center for opioid-related services.

Hub center must operate in consultation with the commissioner of human services and focus on Native American youth and young adults and other populations most affected by the opioid epidemic, including Black, Latinx, and Somali populations.

Requires the hub center to offer peer-to-peer advocacy training, culturally sensitive treatment program training, navigation to Rule 25 treatment services, and community readiness planning for prevention and treatment strategies.

Mandates development of strategies for drug and alcohol policy changes at the state level with advocacy for implementation of those changes.

Requires creation and implementation of a statewide social, print, and billboard campaign addressing opioid and other addiction issues.
