Commissioner of employment and economic development shall establish a grant program through a community development financial institution (CDFI) intermediary organization to fund accessibility renovations and capital projects at nonprofit and Tribal arts or cultural facilities in Minnesota.

Eligible grantees must be 501(c)(3) nonprofit arts or cultural organizations located in Minnesota with fiscal year 2019 organizational revenue of $1,500,000 or less, with maximum grant awards of $2,000,000 per eligible organization.

Grant selection prioritizes ADA compliance projects and geographic balance throughout Minnesota, based on project significance, financial need, available matching funds, and number of people served by improvements.

Intermediary organization shall establish a community advisory group reflecting geographic, racial, disability, and gender diversity to consult on grant administration, with up to 0.5 percent of grant funds available for program administration and monitoring.

$50,000,000 is appropriated from the general fund for fiscal year 2023, with 0.1 percent reserved for commissioner administration, available until December 31, 2024, and initial report due to legislature by January 15, 2023.
