Adds holistic health services provided by medicine men, women, and cultural practitioners as an allowable treatment service for Native American clientele in chemical dependency programs under Minnesota's licensing framework.

Allows medicine men, women, and cultural practitioners to serve as alcohol and drug counselors without requiring licensure under chapter 148F, provided they offer holistic services.

Includes holistic health services as an eligible substance use disorder treatment service for rate-setting and reimbursement purposes under Minnesota's medical assistance program.

Requires the Department of Human Services' Office of Indian Policy to inform Minnesota's Tribal nations about cultural grants awarded to help American Indians reclaim spirituality and cultural identity.

Requires the Department of Human Services' Office of Indian Policy to annually inform Tribal nations, American Indian residents, and stakeholders about changes to state law affecting Minnesota's Tribal nations or American Indian residents.
