• Allocates $1,000,000 annually for grants to assist internationally trained professionals in obtaining professional licenses, with preference for occupations with unmet local skills needs and requirement for biennial reporting on program outcomes.

• Designates funding for programs serving specific communities including Southeast Asian ($1,000,000), African immigrant ($1,000,000), East African ($700,000), and Latino ($700,000) populations, with emphasis on capacity-building and economic disparities relief.

• Marks most appropriations as "onetime" rather than ongoing, with several grants including sunset dates or availability limitations (such as funds available until specific dates in 2023-2024).
