Expands the definition of "affected operators" to include operators of interstate natural gas or liquid oil pipelines when a proposed residential or nonresidential development is located within 1,000 feet of the pipeline centerline.

Requires persons planning excavation to notify interstate pipeline operators within 15 working days and include pipeline information on final bid or contract drawings with proper utility quality level designation.

Mandates preliminary design meetings during the design phase and preconstruction meetings before construction begins to communicate project design and coordinate utility relocation with affected pipeline operators.

Exempts routine maintenance, service line work, operator-performed excavation, and home construction projects from these notice and meeting requirements.

Effective the day following final enactment.
