Establishes a product stewardship program requiring producers to pay fees based on packaging weight and type, with funds supporting reuse systems, recycling infrastructure, and waste reduction education in Minnesota.

Producers must reduce nonreusable packaging by 10-50% over 10 years and ensure nonreusable packaging is recycled at rates of 50-90% over 12 years, or incorporate equivalent postconsumer recycled material.

Prohibits packaging containing toxic substances including PFAS, phthalates, bisphenols, polyvinyl chloride, polystyrene, and polycarbonate, with fines up to $200,000 per violation.

Requires uniform labeling on all packaging showing postconsumer recycled content percentage, recyclability information, or compostability status, effective two years after enactment.

Establishes a product stewardship organization (selected through competitive bidding) to collect producer fees and distribute funds: 50% for recycling infrastructure/education, 25% for reuse infrastructure/education, and 25% to political subdivisions and tribal governments for community recycling needs.
