Appropriates $10,000,000 from the bond proceeds fund to the Commissioner of Employment and Economic Development for a grant to the city of Fairmont to design, construct, furnish, and equip a new community center.

Authorizes the city of Fairmont to enter into a lease or management agreement for operation of the community center under Minnesota Statutes, section 16A.695.

Directs the Commissioner of Management and Budget to sell and issue state bonds up to $10,000,000 to fund the appropriation, following procedures in Minnesota Statutes, sections 16A.631 to 16A.675 and the Minnesota Constitution, article XI, sections 4 to 7.

Takes effect the day following final enactment.
