Appropriates $168.4 million across fiscal years 2022-2023 for courts, legal services, public safety agencies, corrections, and various grant programs focused on crime prevention and victim services.

Establishes a Public Safety Innovation Board within the Office of Justice Programs to oversee grant distribution and improve public safety provider efficiency and capacity.

Creates multiple grant programs totaling $155 million for local community innovation, emergency response, co-responder teams, community policing, investigations, and crime prevention initiatives.

Authorizes $100 million in annual public safety aid distributed to counties, Tribal governments, and cities based on population to support law enforcement and public safety infrastructure.

Mandates portable recording system (body camera) policies for law enforcement agencies requiring data retention, victim access within 7 days of deadly force incidents, and establishes statewide cloud-based storage program.
