Appropriates $3,000,000 in fiscal year 2023 to the commissioner of human services for operating subsidy grants for rural mental health crisis facilities.

Provides up to six grants of up to $500,000 each, distributed monthly to mental health programs operating in facilities developed under Minnesota Statutes section 245G.011.

Requires grant applicants to submit financial plans documenting requested subsidy amounts, proposed duration, monthly operating costs, funding structure, and other materials the commissioner deems necessary.

Makes grants available for operating subsidies from July 1, 2022, through June 30, 2025, with grant recipients required to reconcile with the commissioner at the end of each fiscal year.

Designates this as a one-time appropriation available until June 30, 2025.
